Hello everyone,
I am attempting to create a report based on the documentation I found for reporting in S/4HANA Public Cloud. I am working as a Key User in the Client 100 environment, using an SAP physical inventory standard data source.
My Steps So Far:
I created a Custom CDS View of the Analytical Cube type.
I then created a Custom Analytical Query based on that Cube.
When I try to proceed to Manage KPIs and Reports and select Create Analytical List Page, I immediately receive the following error:
"Missing authorization S_DEVELOP"
The Problem:
My online research suggests that the S_DEVELOP error is typically related to development activities outside of the Fiori apps (such as creation via ADT/Eclipse). However:
I am not using Eclipse or any external development tools; I am using the standard Key User apps within the Fiori Launchpad.
I have been assigned all roles, including the Admin role, and development, in both environments.
Additional Information:
I also tried to find the Manage KPIs and Reports app in the Client 80 environment, but it does not appear to be available there.
Does anyone know why the S_DEVELOP authorization is being requested in the Client 100 environment when creating this object purely as a Key User without using any external development tools?
Any insight would be greatly appreciated!

Thank you for the clarification and for providing the documentation link.
The S_DEVELOP message, when opening the Analytical List Page in Manage KPIs and Reports, is a known misleading check in SAP S/4HANA Public Cloud. It indicates missing key-user analytics or extensibility privilege, not backend authorisation.
Please do the following:
Ensure you assign both key roles to your user:
Create the ALP from the query instead of the KPI app:
Please confirm that you are with Client 100; content creation and activation are not supported in 080.
