I have a requirement to translate texts on UI screens EN->ZH ( chinese ).

I was trying to do it via trlanslation tool and se63 tool, but there was only 1 text I found in WDY_CONF_USERT2. however I have much more.
what is the rule for that or rules?
Then I logged into ZH and opened the UI in technical view - then I translated english texts to Chinese.
The effect is that when I log in EN I also see the chineese texts. But when I open the technical details in EN I still see the English texts.
