MCOS-Multiple Components on Single System-How does it work ?

In MCOS do we virtualize the environment for running different or multiple SAP HANA Systems in a given scenario.

e.g. We have Development, Quality, Solman & Production.

Can we create two MCOSs i.e. 1st for Development, Quality & Solman and 2nd for Production.

Also for creating these MCOSs do we need to virtualize or this will run directly on the OS.
