It looks like creating branches in PowerDesigner (Manage Branches rights) works only together with Manage All Documents rights.
And that is very strange, because every developer should be enabled to create an individual branch for his feature or task by himself without having full access over repository content.
Do you have an idea how to fix it? Otherwise creating branches will become a centralized task and that is unnecessary administrative overhead.
