Localizing a Web Page

I try to localize a WPC Site.

My user has not set a language in UME, but I use the browser's setting language.

Well,

I create 2 Web Pages and i localize they in English and in Italian language.

wpccontent/Sites/xxx/Web Pages/Home/Home@en@	
wpccontent/Sites/xxx/Web Pages/Home/Home@it@

I create a navigation node and i transalte it.

In the navigation.wpc file there is:

displayName=mypage	
targetRID=/wpccontent/xxx/Web Pages/Home	
uniqueNodeName=2	
numberOfChildren=0	
translations=Italiano@it;English@en;

If you switch the language from the browser the node is translated but the page not!

The only solution I found is to set specific language from UME.

In this case the Web Page is translated!

Can someone tell me why?
