Issue with PI mon Templates

I have a problem with my PI mon templates in Production and making changes to the templates .  Our system is closed - not modifiable .  I can not transport the templates as it does not exist in our dev system , we are do not have the PI domain linked to our SOD systems.   I need to make changes on notifications and third party integrations.

There is no issue in SAP Solution Manager functionality. 

If Production system is closed to any system changes, then transports can't be edited.

If development system is not capable of editing templates and transport changes, then the only option remaining is to open Production system for changes, then close it again.
