Dear SAP community,
i have recieved an answer of a ticket:
"To check developers, you need to install SAP Note 3333812 in your development environment and execute that report."
This was helpful, but I can only see 4 developers listed, whereas the SAP measurements show that we have 9 developer licenses in the system.
Could you please clarify this discrepancy?
Additionally, could you provide more detailed guidance on how to identify the other users holding developer licenses?

SAP doesn’t explicitly define what constitutes a "developer," but based on the report, it appears that the presence of the S_DEVELOP authorization and involvement with development objects in transports are key indicators.
If a user has activity types 01 (Create) or 02 (Change) in the S_DEVELOP authorization object, SAP likely considers them a developer. Additionally, users who have transported certain object types are also flagged, including:

CLAS

A good rule of thumb is to review who has S_DEVELOP with ACTVT 01 or 02 and ensure that only actual developers have this level of access. You might find that adjusting this helps align your developer count more closely with the report.
Also, keep in mind: if a user has created or modified an object and included it in a transport during the relevant period, SAP will treat them as a developer—because they’ve performed a development task. That’s likely where the discrepancy in your numbers is coming from.
