Is SAP Crystal Reports 2020 compatible with Oracle 19

I'm having a problem running a Crystal Reports 2020 report against an Oracle 19 database. I'm getting the following error:

Can someone please let me know what, if anything, needs to be done to fix this?

CR is simply passing the error code from the Oracle Client, it not a CR error, look up what that error is.

Need more details about your connection, are you using ODBC, OLE DB, CR's Native Oracle connector or JDBC to connect.

When you log into Oracle are you using an Admin account?

CR 2020 is 64 bit so you must use a 64 bit Oracle Client to connect.
