I need to use 2 Crystal reports as the source for another Crystal report using SAP Crystal Reports 2013 SP9 (as an actual source not in a sub-report). Can someone tell me if this is possible and if so provide the steps needed? I do not see Crystal Reports as a source option when I look in Database Expert>My Connections or Create New Connection.

Request clarification before answering.
You can export a Crystal Report to ODBC. Then, use the resulting table in another report.
If you need to automate the steps, there are tools that support that scenario.

Thank you for the quick response! Although I was hoping there might be a more seamless solution, the ODBC concept should work. This needs to be a scheduled report so I would need to automate the ETL process. The end report needs to use a relationship that is based a field compounded with its place in a hierarchy as the key - unfortunately, BEx QD cannot compound/concatenate the fields and I do not have time to make changes to the transformation in BW.
