Is it possible that someone (poweruser) can publish the private version of another user?

Hi,

I have a requirement where a user is only allowed to enter some value in the story but should not be able to publish the content.

I thought of an option where user will create a private version , enter some values and share the version with approver. Once the approver is satisfied he/she will publish the content. But, as i understood that a private version can only be published by the owner or administrator. 

Definitely we cannot provide admin access to multiple users.

Is there any way by which we can achieve this.

Private version can only be published by the user ( pvt version owner) itself. Admins can only delete all private versions but they cannot publish it for others.

May be create a dedicated version for this user or use some other dimension to separate this input and later copy it to main version.
