Regarding the database, typically, it does not need to stop the database when stopping a SolMan instance. The SolMan instance communicates with the database, and stopping the instance simply stops the application server processes. The database should remain running to ensure that any other instances or applications that rely on it can continue to function.
As a crucial note, always make sure you have recent backups of your database before carrying out any stop/start operations. If you're uncertain, it's advisable to consult with your SAP Basis/Systems administrator.
