Is Adobe® LiveCycle® Designer sufficient for Output Management in SAP S/4HANA Cloud Public Edition?

Hello SAP Community,

I’m working on setting up Output Management in SAP S/4HANA Cloud Public Edition and customizing forms using Adobe® LiveCycle® Designer.

My question is:
Is it enough to have Adobe LiveCycle Designer installed locally to design and distribute forms?
Or do we also need to subscribe to SAP Forms Service by Adobe in SAP BTP?

Additionally:
If SAP Forms Service by Adobe must be added in BTP, why do we only see the NEO environment option available?
Is NEO still valid, or should we be using Cloud Foundry instead?

Any clarification on the required setup for form rendering and output distribution in S/4HANA Cloud would be greatly appreciated!
