Can you check the date/time settings on the computers where you run into an issue? Enabling extended features is done via a signature and hence needs correct date/time settings (incl. correct timezones etc).

check if the systems in which it is opening is Adobe reader only or acrobat pro?
Incase of adobe reader, then check what version of adobe reader it is when compared to the one in system in which its not opening.
