IAS Login page addition of instruction for user failed login

As a part of moving IAS on LMS from Dev to PROD. we would be facing some issues in addling instruction to user login page. IAS login page -SSO page. 

we could not add anything beside the Logo. we would like to add text messages beside the logo. Can you please let us know where to add and how to add beside the logo to the end user login failed page .

Please note you need to use Horizon theme as explained in the document.
