i want to know how to specify permissions to PCD content.

Request clarification before answering.
You can give permisisons to your folder in pcd content.
Open your folder as open->permissions
there you can give permisisons to any user/group/role.
Also don't forget the enduser box is checked.
Alternative way is go to System Admin->permissions.
You can give Read/write or Full accesss to the users.
automatically all its sub-folders will inherit the same permissions as their parent folder. But if you want you can modify each folder permission also.

For any PCD object we can set permissions under their property editor .
Iview or roles or any PCD object has Proeprty editor to the right side which opens into diff dropdown namely, object, permissions, navigation , linking
We need to go for permissions option from the drop down to set permission for that particular PCD object. By default object will be displayed , which gives rge gen info abt the PCD object
Navigation property in teh drop down gives the appearance of the PCD objects and so on..
