How to setup connection to PostgreSQL Free Tier on SAP BTP? I got TIMEOUT error

I have setup a PostgreSQL Free Tier in EU10, and create a security key.

I tried to connect using the connection string in that key file and SQLTools in SAP BAS, but it returned timeout error. 

connect ETIMEDOUT 10.XX.XX.XX:7736

Does anybody know how to setup connection to PostgreSQL Free Tier? Did I miss any steps?
