I would like to set up SAP Cloud ALM to create alerts and send e-mails when a specific URL (such as the S/4 Fiori URL) becomes inaccessible.
I have checked the SAP documentation but couldn't find the information.
If there is a way to configure this, please share the method.
No SAP Cloud ALM for Operations use case has functionality to perform a periodic availability ping for a generic URL, or generate alerts/e-mails for such a ping.
Real User Monitoring and Synthetic User Monitoring offer some functionality related to performance and availability of applications on the web.
However, the application must meet the relevant Real User Monitoring requirements or Synthetic User Monitoring requirements.

Please note, Synthetic User Monitoring offers no alert or e-mail functionality. A user must access the app periodically to examine the results of script executions for insights.
Real User Monitoring only offers alerts/e-mails for general HTTP status errors and cannot be configured to create alerts/e-mails for specific URLs. But it does include availability statuses like:
