I am not sure about the exact setup for WERKS.

But in general, to set up customer specific workflow start conditions we used two BADIs that you could look into:

• SWF_WORKFLOW_CONDITION_DEF: for defining the condition
• SWF_WORKFLOW_CONDITION_EVAL: for evaluating the condition
