I am looking for a solution to implement Auto email send to approver once Purchase Order created/Modified in SAP S/4 Hana Cloud system.
Please share if anything help me in this

there is the possibility to send an email once the PR is created or changed.
Please check the documentation and setup instructions by following this link to the SAP Help Portal:

Especially, have a look at the section 'Optional: Maintain Email Templates'.
When it comes to restarting workflows when there are changes done on the PR, you can define the conditions to restart a workflow in SSCUI 102888 (Manage Conditions to Restart Flexible Workflow for Purchase Requisitions)
