How to restrict outbound delivery with respect to serial numbers

I did quality inspection for 3 finished goods, 2 Accepted(posted to unrestricted use) and 1 rejected (posted to blocked stock).
Unrestricted Use - EKON001 & EKON002 (Serial numbers)
Blocked Stock - EKON003 (Serial numbers)
SD team did the sales delivery for 2 qty (Picked EKON001 & EKON003), Although the EKON003 - serial number is blocked they can able to do the delivery!
Then I checked the stock overview EKON002 comes under the blocked stock, This leads to error of delivering defected material to customer.
How to restrict the sales delivery with respect to serial number?

The material which use the serial number, it must be assigned a serial number profile (In material material data: MM03 -> "work scheduling" or "General Plant Data / Storage 1" , the serial number profile will be maintained), pls check the background configuration of "serial number profile".

Path： Plant Maintenance and Customer Service-> Master Data in Plant Maintenance and Customer Service-> Technical Objects-> Equipment -> Serial Number Management->Define Serial Number Profiles

And Check the filed of “Stock” whether is “2”, when you choose "2" for this filed, it will check the stock exist or not.
