I want to setup monitoring for SM13 "Update process". How do I set up monitoring for this? It is not in the alerts list in SAP Cloud ALM.
Second question, in Solution Manager you can create your own "Metrics & Alerts". My question to you is, where do I find this option in CALM?

KBA 3426195 has instructions checking what products are supported for monitoring with SAP Cloud ALM, and the available metrics for that product for each use case (e.g. Health Monitoring, Integration & Exception Monitoring, etc.).
SAP Cloud ALM Health Monitoring provides only specific pre-built metrics for the products it supports. So it is not currently possible to create "custom" metrics to monitor any-and-all aspects of a product. You are limited to monitoring a product using the pre-built metrics Health Monitoring provides. If we examine the Health Monitoring Content page, there are no entries for "SM13" or "update process". Thus, this is not one of the supported Health Monitoring metrics.
The "Alert" concept has changed somewhat when comparing SAP Cloud ALM and SAP Solution Manager. In Solution Manager, the Alert was the core concept. Now, an alert is considered a downstream aspect.
The first driver are metrics, and their configured threshold values or filter conditions. Downstream, Events are configured to respond to scenarios where threshold values are passed, or specific data is detected (use case dependent). The Events control the Alert creation and notifications. Thus, Alert creation, notifications (e.g. e-mail, chat, etc.), and ticket creation are all driven by "events" in SAP Cloud ALM.
Some SAP Cloud ALM for Operations use cases allow the creation of very configurable and customizable events. Integration & Exception Monitoring is one of them. However, Health Monitoring does not permit the creation of custom events. Like the metrics in Health Monitoring, you must use the pre-built events for Alert and e-mail creation. If a metric is not supported, it will not have a pre-built event for Alert creation. More information can be found in KBA 3398745.

Let me provide additional insights, on top of the previous reply.
As already indicated, Health Monitoring is providing a set of high level indicators, and SM13 is currently not covered.
However, keep in mind that SAP Cloud ALM is composed of a series of so called use-cases (applications).
Even so, every use-case is concentrating on different monitoring aspects, you have some overlaps. This means you can typically also monitor further aspects of your ABAP system, using Integration & Exception Monitoring.
Looking at the indicators, covered by Integration & Exception Monitoring, you will noticed that ABAP Update errors are supported by that use-case :
