Dear Team,
I would like to create a new Public dimension in SAC and import the Master data (Attributes, Texts and Hierarchies) to the SAC dimension.
Please let me know if it is possible. Any detailed steps/guide to configure would be of great help.

Request clarification before answering.
It is possible to load master data from Datasphere into a public dimension in SAP Analytics Cloud. You need to create an OData connection between SAC and DSP and load the master data via OData. (https://community.sap.com/t5/technology-blogs-by-sap/introducing-the-bi-directional-integration-of-s...)
As mentioned in other answers, this is subject to major future improvements in the context of seamless planning where we intend to enable a direct re-use of master data which is available in DSP. I don't believe that is possible today. At least there is no native import connection available to import data from SAP Datasphere. I have seen on roadmap slides that reusability of dimensions defined in SAP Datasphere in SAP Analytics Cloud models was mentioned.

It was in a document from the Beta program of Seamless Planning. I just checked but I don't see it (yet) on the official roadmap published by SAP. But it is a logical thing that should be implemented as a feature. After all, you want to centrally store your master data in Datasphere and consume this via SAP Analytics Cloud.

Yes, it's possible to create a public dimension in SAP Analytics Cloud.
You need to first create a new Public Dimension in the Modeler, define the attributes and texts you want, and then import your master data file (CSV or Excel) where you map IDs, attributes, texts, and optionally hierarchies.
After the import, the dimension can be reused across models.
