How I can create HANA Native Artifacts ( such as Calculation View ) using Business Application Studio in Cloud Foundry Environment. Also please make a note that I am using HANA Cloud as Service.

Can I create the native HANA artifacts (esp Calculation View ) in the project folder which has been created via the Cloud Application Programming Model Template? As of now I know how to consume the existing calculation view in Cloud Application Programming.
Yes, right. SAP Web IDE Full Stack is still the only tool to create HANA Calculation Views, and no reference to one created out of Business Application Studio.
