SAP S/4HANA Cloud Public Edition does have BAdIs. You can find them online at the SAP Business Accelerator Hub. Select product "SAP S/4HANA Cloud Public Edition", then Developer Extensibility and 'Business Add-Ins' (BAdI). I'm currently (2408 product version) getting 943 results. You may want to use the 'Find' area for specific BAdI search. 

Some of the BAdIs might allow for validations and include ways to send messages to the user.

And I have another question, what BADI can I use from s4hana ABAP eclipse side for SupplierInvoice for showing error message,
