Firstly, the managed system configuration should be completed for the relevant managed system, in particular step 3 (RFC Users), step 5 (DBACockpit Connection) and in step 7, the 'Extractors Setup' activity should be performed successfully.
DVM can then be configured in SOLMAN_SETUP, in the Data Volume Management scenario.
Each step contains a Help Text section at the top of the page which provides detailed information on completing the step.
Once the configuration is completed, analysis can be performed via the tiles available in the DVM workcenter group in transaction SM_WORKCENTER.

With regard to performance - you should not experience any performance issues with activating DVM, as the configuration mainly involves activating the DVM infrastructure on your systems. As you create DVM analyses, you may need to consider the size of the tables to be analyzed if you face any performance issues. There is a Data Management Guide which provides useful information on this.
