How to Change Local and Time Zone Settings for other users?

I am using BO 4.3 SP3 patch 4, and I need to know if there is a way to change Local and Time Zone Settings for other users by the Administrator via CMC?

We are aware of options how this could be done by individual users but we need to control it centrally and is there a way that the Administrator can set this up for everyone?

We tested options on CMC > Users and Groups to change the Local and Time Zone settings for multiple users at once, but got no results.
