How do I fix the issue "public key does not match signing key"?

The Scenario

We are pulling and decrypting a file from a vendor's SFTP site using SAP PI into our SAP ECC system. I am getting an error before the file even reaches our SAP ECC system saying that the public key does not match the signing key.

The Issue

We have already double checked with the vendor to make sure that we have their correct PGP public key, and the vendor has already said that they cannot turn off their digital signature (since asking the vendor to turn off their digital signature on another interface worked for us last time). From my understanding, this error message is popping up because their signing key (their PGP private key) and their PGP public key that we have stored are not a part of the same PGP key pair.
