Check out the help guide "Setting up SMTP over SSL" for setup instructions.

thanks for your reply, our BO services are running on AIX server. Is there any introduction for AIX or Linux environment?

The procedure is the same for Linux, AIX, and Solaris.
For AIX, the corresponding installation directory is <INSTALLDIR>/sap_bobj/enterprise_xi40/aix_rs6000_64/

Note: On 4.3 SP03 and higher, the certificate.crt must be converted to certificate.pse

see KBA  2540416 - How to set up SMTP over SSL, BI 4.2SP04+

For TCP communication, ensure that the required port is open in your firewall configuration

Refer to the "Troubleshooting" section in the same KBA mentioned above to verify port connectivity

It appears that the root CA certificates are missing from your configuration

also, note: if you're using BI 4.3 SP03 or later, the certificate.crt must be converted to certificate.pse as outlined in the SAP Note

this is our version, 4.3 Support Pack 2 Patch 4, is the cert necessary to be converted as well?

No, for the BI version you're using, there's no need to convert the certificate to PSE format.
Just make sure to include the root CA certificate as well—it appears to be missing
