Is ur requirement shud b done in ABAP...

bcos....u can do this in webdynpro where u can hav OVS help for the field...

in which based on the selected pernr u can do filteration as required?

You can try to use OVS in order to program a free value help using another WD Component.

But i think that the best way is to copy the PREM matchcode object and develop the exit help function in order to filter results.

PS: by the way, your goal can be reached easily with structural authorization checks on HR...
