HANA - Role admin - only Create and Modify roles without Grant and Revoke roles

Hello,

I have Hana 2.00.054 database. For example I would like to create two admin users. Admin1 can only create, modify and delete roles and Admin2 can only grant or revoke roles to other users. As far as I know, there is a built-in ROLE ADMIN but this role let to create, grant, revoke etc. How to separate this provileges?
