Global filter and YTD vs Full Year

I have situation where, if current month/yr is Sept 2019, we want to default the story to show YTD Sales for "closed months" only (i.e. Current YTD Jan 2019 - Aug 2019, Prior YTD Jan 2018 - Aug 2018 and Prior 2 year ago YTD Jan 2017 - Aug 2017) for YTD comparison, but then lets say user wants to see data for other months like Sept 2017 and Sept 2018 and they select these months from the global filter, in this case since Sept is not closed for Current year but it is closed for prior years, the charts shows empty data. How do we accomplish this? In other words, how do we default the story to show YTD for current year and prior 2 years but then allow users to select other months that are closed for prior years?
