generating excel with repeated headers from MPP

My requirement is to generate excel from the MPP Program and data should be populated like below screenshot My question how can i populate data to the internal like below? 

And I'm thinking to generate excel from ABAP2XLSX but getting the data into the internal table is became the stopper to me

A table has one structure only, so you need two tables, one for headers and one for positions. Then you loop over the headers and output all corresponding positions. Not sure if the resulting sheet is readable but it is feasible.

From limited understanding of your question, here is my suggestion.

When using ABAP2XLSX, anyway you would be looping through item table nested inside the main loop on header table I suppose. For each header record, you can create the heading row in excel followed with header values and one more heading row for items followed with list of item values. Again, in the next main header loop iteration add a new heading row in the excel and so on. 

Maybe if you could provide some sample data of multiple header and line items and also a sample of your planned internal table structure, we can provide better answers.
