Form-16 Application in SAP portal is not visible for Few Users

Dear Team,

We have recently upgraded to SAP S4 HANA environment, while checking we found that for few (2/3 Nos.) Users the Form-16 application i snot showing in Payments tab of SAP portal, while all the other users are able to view and access it, it is happening for few users. Kindly suggest some ideas to get it resolved

In addition to clear personalization for those impacted users, in case issuer persisting please consider to perform an UME inconsistency check and fix :
