is there any FM/BAPI to obtain the SAP user's field value authorization (Example :BUKRS and EKORG & WERKS).

You should not query the authorization values, you should use AUTHORITY-CHECK and let the kernel tell you if the user is authorized for this value.

Look at a (released) FM such as SUSR_USER_AUTH_FOR_OBJ_GET.
