Fiori Standard Catalog SAP_TC_FIN_FO_COMMON has missing/error Tiles

Hi Experts,

We are setting up our Fiori FES and found this unique error. The Standard Technical Catalog SAP_TC_FIN_FO_COMMON is not showing all the app tiles correctly. If you see the image below, most of the tiles are shown as some random numbers.

We have already tried following SAP Notes to replicate background catalogs , generating app indexes again ,Clear Caches etc but still unable to fix this.

FLIA AND FLC shows no error.

Is it a setup problem from Basis or is any other settings need to be performed.

Please have a look at SAP Note 2644644 - Smart Business Dummy Tile in technical catalog SAP_TC_FIN_FO_COMMON if that's relevant in your case.
