We wanted to expose Fiori Launchpad to public internet only specific for certain users. Please advise possibilities.
You can restrict access in ias/cis with restricted access configuration. Users in cis with certain usergroups can access it or even by ip range. Would this be helpful?

You need to talk to your firewall team if they have a Web Application Firewall. This could be used to restrict access to users that belong to a specific Group in your identity provider.

I found a note 2801674(Fiori : Is it possible to restrict access to applications based on Network location (internal vs internal)) related to the issue, does this mean that it's not really possible?
Based on resolution note : There is no standard/built-in method for achieving this restriction, as the only controls available for limiting access to applications are via PFCG roles (which control Catalogs/Groups assignment), and the device type restrictions (desktop/phone/tablet) available on Target Mappings in the Launchpad Designer (transaction /UI2/FLPD_CUST).
Please check KBA 2469897 for instructions on submitting a feature request for this feature.
Does this mean that it's really not possible and we should request for feature?
