ECC with SFIN on Hana Archiving

Hi,

We have migrated ECC with CFIN on Hana to S/4Hana 2023 with the selective data migration. But customer wants to Archive the ECC system for Audit/future references. 

Kindly let me what would be better option to keep old systems as ECC running in cloud.

The best option is to keep in on-prem, and powered off.

Turn the system on by request when someone needs to access the data.

But what about license for that ECC system. As client did not extend ECC license after S/4Hana Rise migration.
