E070 and Import History by TMS_MGR_IMPORT_TR_REQUEST FM

Dear All,
Hello!

I want to import Transport Request (CTS) by using ABAP Program.
And I found that TMS_MGR_IMPORT_TR_REQUEST and CTS_API_IMPORT_CHANGE_REQUEST Function Module.

First, I have tried using CTS_API_IMPORT_CHANGE_REQUEST.
But it only works when the data(R) and cofile(K) file are already transported to target server OS in manual.
That means, if I cannot access the server, I cannot use the FM.

So, I'm trying using TMS_MGR_IMPORT_TR_REQUEST.
But it seems that the import operation seems weird.

After Import by TMS_MGR_IMPORT_TR_REQUEST in QAS,
1) RC in Transport Queue : No import steps performed yet
2) Cannot find the CTS Number in E070
3) Cannot find the Request in Import History
4) Cannot find the Request in PRD Queue

I ask for your advice on this matter.
