Does shipping method rules affect promotion discount?

Hello Everyone,

I have a promotion "100% Discount on the delivery mode 'ground-net'". Sometimes we noticed that delivery cost is added to the totals despite the promotions got applied to the cart. 

Does shipping method rules like 'cutOffTime' affect promotion discount?

No the "cutOffTime" Shipping rules should not affect the promotion rule. But if you add these customized shipping rules like "Cutoff time" which is time based shipping logic and if orders are placed after this then delivery costs might be added. However, you would need to recheck if promotion is not re-evaluated
