Do I need install language data (via SMLT) to translate customizing values ?

Do I need install language data (via SMLT) to translate customizing values ? or is there any other option to do the same ?

I need to define SD customizing values in 5 languages, but I have only 3 of those target languages, so I'm wondering if the only way to get translated values is to ask for a new language pack installation

If I try to translate existing value I can now select only languages present in T002C table or visible via SMLT
