Disable, right click and hide option in SAP PMS webpage/template

Issue1: We are working on SAP PMS, when the template opens, we want to disable the option of right click and hide, to avoid confusion in users. Some times they hide it unknowingly and cannot unhide. Attached the screen shot.

Issue2 : Text in the note boxes is duplicating when saved or when sent back to previous status.

For question1 : I have achieved by changing setting WD_GLOBAL_SETTINGS in SICF.
