Data is not equally distributed in all the partitions

The table data is not equally distributed in all the partitions in BW scale out system. We tried to perform Optimize table partitioning, but the table SAP***./BIC/F*** is not being selected in generated plan.  We did optimize table distribution but this doesn't helped.

For the table distribution you mentioned, that is recorded in note:

You need review and follow all points mentioned in note for your scenario to perform the Redistribution.
