Custom tile & catalog in S/4HANA Public Cloud (2SL-SB)

A customer on the S/4HANA Public Cloud 2SL - Solution Builder would like to know whether it is possible somehow to have a custom tile in S/4 with a custom catalog which could take the user to SAP IAG home screen or somehow offer this x-app navigation to new hires (without paying for S/4 licence since there are no S/4 apps used at this point). Technically after a user is authorised by IAG then the user gets an SAP role (which are licensed). 

This seems to be possible in 3SL landscape using a custom catalog, but in 2SL it is not possible to create a  custom catalog. See this blog.

In 2SL, you cannot create a truly "new" custom catalog; you can only extend very limited fields or work inside a Developer Extensibility framework.

Alternatives :- 

1. Use a separate portal or SAP Build Work Zone

• You could expose an SAP Build Work Zone or SAP BTP Launchpad Service.

• Create a tile there that points to SAP IAG.

• Users would only access BTP Portal, not S/4 directly → no S/4 license needed until assigned.

2. SAP IAG Link Outside S/4 (Email / External Site)

• Send new hires an email with a link directly to SAP IAG.

• After approval and role provisioning is complete, then they get their S/4 Launchpad access.
