Custom Partner determination for Quote approval process via SDK

Dear Team,

We have set up an approval process for customer quote, now the issue is based on some conditions, i need to route the approval to an employee ( custom logic , considering a lot of fields )

I tried with https://blogs.sap.com/2015/05/19/custom-work-distribution-category-for-msa/

but somehow i am not able to create a BCset with SAP Business Configuration Object.

Can any1 please help me achieve this , via SDK?

this blog is for partner development systems. Hence I wasn't able to create the first step, However Still the requirment remains and need to know how to proceed forward.
