Custom Demo User Creation is not allowed in SAP Cloud Appliance Library

Hi,
We are having problem to create some test users in SAP Cloud Appliance Library Cloud System (licensed) and getting the authorization error as shown in screen shot. For creating users, we are using the S4H_EXT and want to copy S4H_FIN_DEM user in custom naming convention  S4H_BASIC_00 due to some training purpose internally.
Could you please help us in this concern ?

Are you using SAP S/4HANA 2023 FPS02, Fully-Activated Appliance template?

If yes, please note that the authorizations of the pre-configured demo users have been reduced to allow for a more realistic testing of business user behaviors.

For more information, please check the appliance template Getting Started Guide , section 1.1 Introduction -> What has changed in this appliance release compared to past releases ? question and also section 1.6 Recommended post-installation steps.
