Our company is using an app hosted through Azure Remote Desktop. The application requires Crystal Reports runtime installed for it to view reports. This CR runtime is installed on the Azure Remote Desktop servers. When running the report through the app while logged in directly to the Azure Remote Desktop server using RDP, the app is able to run the Crystal Reports.
If the app is opened through the Azure Remote Desktop(hosted remote app), we receive an error saying to ensure the Crystal Reports template is valid and that the Crystal Reports runtime has been properly installed.
Request clarification before answering.
The workaround I did was to host powershell.exe and put the application exe in the commandline. Seems like Crystal Reports components weren't loading properly when accessed via hosted app instead of a direct remote desktop connection.

I don't know how that component is configured so I would check with your IT Admin team and ask them, from the message it indicates you don't have permissions to access CR's resources using the remote app.
You may need to contact Microsoft for assistance.
