I am new at using Crystal reports. When I open a report and click on the Database Expert icon, the program freezes.
Everything else seems to be working ok. How can I fix that?

Just out of curiosity, might Crystal have been run by the same user with a very wide or dual head monitor setup (and you're on a smaller monitor)?
Crystal will display all dialogs where it was last displayed. If you run Crystal on a dual head system, drag a dialog to the far right, then run Crystal on a single head system and bring up the same dialog, it will look like Crystal has frozen (no response), but in actuality, it's waiting for input on the non-existent monitor! Generally, pressing the Escape key will close the dialog.
Crystal stores the location of dialogs in the System Registry. You can remove the entry for the given dialog and Crystal will revert to a "default" location. (Modify the registry at your own risk...) I don't recall the registry keys for these, but there are other posts (fairly old now) that has it. Searching the forum for "dual monitor" and similar, together with "system registry" should do it, I'd think...
There is a request in to have Crystal ensure dialogs are on the current desktop.

The only way to solve this is in my case was to find an older monitor, get hdmi to vga converter, deconnect your other hdmi connected monitor(s) and open db expert again. The dialog appears on the older monitor.

My suggestion:
1. Close CR
2. Delete HKEY_CURRENT_USER\Software\SAP BusinessObjects\Suite XI 4.0\Crystal Reports
3. Start CR and it will recreate your User profile with default settings.
In the year 2016 this error still occurs. This product is simply rubbish, and to think SAP charges a premium for this. After following all steps to correct the issue the database expert still hangs after viewing or editing a command for the report.

It would be nice if you could provide some information so we can actually try to help you. While I understand your frustration and certainly sympathize, all you've done is vent and nothing will come out of that(?).
Since this Discussion is marked as "Answered" you may want to consider creating a new Discussion (perhaps referencing this Discussion) and provide information such as:
Exact version of CR (this would include info re. any Service Packs)
Database used
What database connectivity is used
What have you done to try to resolve the issue (e.g.; search for KBAs and apply solutions from those, etc.,, etc.)?
Operating System
Hardware info - RAM, HD?
One thing to remember is that there are tens of 1000s of users out there using CR 2016 successfully, so what may be the diff between you and the other 1000s(?).
