Crystal Reports 2020 SP4 installs, doesn't start (spins forever)

I've installed Crystal Reports 2020 SP4 on my MS Windows 11 workstation.    When I launch it from the desktop, it opens in a small window and never becomes responsive (spins forever).  Installed as administrator, run as administrator ... just spins.

Guess that it's trying to connect to an SAP endpoint... and is being blocked?   If so, is there someway (registry setting) to stop it from trying to reach an SAP endpoint or configure a short timeout?

Or is there an issue with high resolution screens or ...?

I engaged our internal Cybersecurity team and they stated that nothing is blocking Crystal Reports 2020 from running

Apparently, there is no technical support for this product -- other than via this forum. Can someone from the Crystal Reports team look at this please?
