Doesn't matter what version of Windows is, 32 or 64 bit. Windows will still run 32 bit applications.
R&D decided we will no longer support 32 bit Windows though because all mother boards these days will support 64 bit OS's so we stopped supporting 32 bit Windows, no reason for anyone to continue using a 32 bit OS.

Joe, CR 2016 is end of life now so not going to get Windows 11 support, you can upgrade to CR 2020, 64 bit only and supported on windows 11:

Note: since it's 64 bit all dependencies must also be 64 bit, Database Clients etc.

It's not supported according to the Supported Platforms document as of service pack 8.
I doubt it's supported because Crystal Reports 2016 is still 32-bit if I remember correctly and I think Windows 11 is 64-bit only if I remember correctly.
