I have installed sql anywhere v 10 on a windows 8 machine and it will not let me create a new service. System parameters are all correct. Any thoughts?

Did you start Sybase Central with Admin Rights?
This is unfortunately the shown error message if you don't have the required rights to create a service, but quite possibly not the only cause for it.

Yes, I believe this was the solution documented underneath the duplicate question here.
Check SQL Anywhere Supported Platforms for Windows 8 support, V10 is not mentioned and probably because of the windows service architecture changes which have been introduced in Win7 and continued in Win8. I would recommend an upgrade before you put to much effort into solving this.

Retry and check the Windows Event (Application, Security and System log) logs for more details.
